One of the reasons the consumer got so backed up over the weekend was that the mdapi messages required a refresh of pages for many hundreds of different packages, and so the consumer would sit waiting on long queries to bodhi and koji to rebuild those values.
Since all of that waiting is just network IO, it makes sense to use a threadpool of at most 20 threads to do all that waiting in parallel.
