This filter on the bugzilla component query causes packages which are active, but have no watchbugzilla acls to not show up in the bugzilla components API results.

This created a situation where packages like light-locker didn't show up in the bugzilla API results.. and so components never got made for them in bugzilla.

Note: POC have watchbugzilla by default so the POC of this package must have removed this ACL him/herself.

The fix might be to prevent removing the ACL if the user is the POC (maybe we could extend it for watchcommits while at it)
