Allow a chain to be assigned to multiple contexts #4

Set up the UI to build filterchains independent of a context. Then later assign different contexts to them. So you could build one filter, and then say I want this to go to email and irc. Perhaps we could just do this on the profile page and keep the other pages as they exist now.

I think it might be too late for a change like this now. I haven't heard anyone request anything like it since the system was first deployed, so I'm going to close as 'wontfix'.
