Currently, we check if most users have any commit acls on a package to determine whether or not they 'own' it (when deciding whether or not to send them a message).

However, we have this old watchcommits flag in pkgdb that some people have turned off (even though they do have commit privs on a package).

We need to either:

  • Figure out some way to check and respect that flag.
  • Get rid of the flag from pkgdb, since things can just be handled by FMN now.
