JeroMQ is a pure-Java lib for accessing zeromq with the same interface as the jzmq library. However, the jzmq library requires a native library in addition to the java library, and also seems to be in a weird state version-wise.
The current spec file lists Version: 4.0.0, but jumps from 2.2.2, which doesn't seem compatible with zeromq3 which we use. Furthermore, maven central lists a 3.0.0 and 3.0.1 but the spec file in the repo never had these versions nor were they tagged in the repository history.
So based on all that confusion, I switched to JeroMQ in c21ba65, but we need it packaged somewhere.

This probably isn't worth the effort right now, since for the Jenkins plugin, we pull this (and transitively, JeroMQ) in directly as a mvn dependency. If someone yells, we can reopen this and proceed.
Either in a Copr or for Fedora/EPEL itself.
