We have a neat new thing to give "karma cookies". By design, this is limited to once per user. But, really, I want to ++ people even if I've thanked them before, because that's a normal IRC convention not limited to this purpose. But, if I do so, I get something like

11:40:27 zodbot │ mattdm: You have already given 1 karma to threebean

which is annoying. I think really this should be reversed -- the first time karma is given, it should say something like

mattdm: Your ++ has added to threebean's cookie score! (https://badges.fedoraproject.org/badge/macaron-cookie-i)

but then not say anything in the future.

And when, in the future, there are "badge track" pages, the link should go to that instead
