You can apply for co-maintainer rights, but there is no way for maintainer to add co-maintainer. I am often asked "can i co-maintain your package" and my answer is "apply for ACLs, I'll confirm them" instead of "yes, I added you as a co-maintainer". Of course newly added co-maintainer should probably somehow confirm that he wants to co-maintain ....
