new account creation should distinguish between packager and sponsor #35

@nirik went to sponsor a new packager. Their account was correctly created, but kevin's disabled preferences were reactivated. Likely fmn just didn't distinguish between the two different roles in that logic, which should be fixed.

Fixes fedora-infra#35.

This used to create a new account for *everyone* involved in a sponsor
event, the sponsor and the sponsee included.  This changes it so that an
account is created only for the sponsee.
